Floating upon the sheltered waters of Port Ravesso, the Chapter House for the Confederation of Sails now serves as the beating heart of Portavas' maritime community. Constructed upon a vast network of interlocked timber platforms that rise and fall gently with the tides, the floating hall has become both a centre of governance and a place where sailors, merchants, navigators, and captains gather beneath a common purpose.
Designed as a series of concentric circles, the Chapter House balances openness with order. Around its outer edge, sturdy docking berths welcome vessels of every size belonging to members of the Confederation, allowing crews to step directly from ship to council without ever setting foot ashore. The constant arrival and departure of ships lends the structure a perpetual sense of movement, its wooden walkways alive with the sounds of trade, conversation, and the creak of rigging carried upon the sea breeze.
At the heart of the structure lies the Council Ring, the largest circular platform upon the raft. Here, elected representatives of the Confederation meet around a great central table to debate matters of navigation, commerce, maritime law, and the shared interests of those who make their living upon the sea. Their deliberations remain visible to those gathered in the surrounding rings, reflecting the Confederation's commitment to open governance and ensuring that leadership remains connected to the sailors it represents.
Radiating outward from the Council Ring, smaller meeting spaces provide room for merchants negotiating trade, captains exchanging charts, navigators sharing knowledge of changing currents, and crews seeking opportunities for future voyages. The design encourages conversation as readily as commerce, creating an environment where experience is freely exchanged and partnerships are forged between those who may otherwise never have crossed paths.
Throughout the Chapter House, subtle nautical craftsmanship celebrates the traditions of Portavas. Weathered timbers are carved with flowing ropework, rolling waves, and the creatures of the deep, while the banners of the Confederation rise proudly above the platforms, visible to vessels entering the harbour from afar. Though much of the structure remains open to all members, a handful of enclosed chambers are quietly built into its inner sections, reserved for confidential discussions, delicate negotiations, and matters entrusted only to the Confederation's elected leadership.
The Chapter House has quickly become more than a place of meetings. It serves as the maritime voice of Portavas itself, where agreements are reached, disputes settled, and the future of the nation's fleets charted together.
